Yep but nothing has changed - your case is the same as pretty much all the other P4Parking threads you can find with a search, also JAS Staples threads have the same issue (different PPC but they play the same game). Discussed loads of times that you have to get the BPA to act because a keeper can appeal - otherwise !!!!!! is the point of a Notice to Keeper anyway?!

If you've already complained to the BPA then you don't need any more advice right now. They are lying if they are talking about the date of the windscreen PCN - which was for the driver to appeal. A different 28 days runs from the NTK for the keeper to appeal.

Look, here's another one like yours, to add to the dozens of other similar cases already on the forum about P4Parking and TNC faffing around:

Please just read & learn from what panned out on other similar threads. Search the forum and don't just read your own thread - this is far from unique - not only that you should have appealed earlier to the windscreen ticket in the P4Parking case (as advised specifically in the NEWBIES thread, to avoid exactly this issue!).

Your thread is now on its third page and nothing has changed - even your thread title mentions this issue, so to be fair, we've already said everything we can say at this stage until you can prise a POPLA code out of them - keep on at the BPA Ltd to investigate and tell 'em to issue you a POPLA code.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
