TNC sent NTK but states cannot appeal???

There appears to be a bit more to this, as TNC are acting as enforcement agents, and are under no obligation to hear your appeal. It would appear that the actual Parking Charge Notice was issued by P4 Parking (who also trade as P4 Nighthawk). You mention that you received a ticket on your windscreen. Whilst most companies will then send a postal reminder they are under no obligation to do so, and unfortunately some don't. I would still appeal to Nighthawk, you could maybe claim that you received no notice, but this would mean telling a slight porky pie that you did not see the ticket on your windscreen.
But keepers are allowed to appeal to POPLA so there has to be a letter to keeper which allows this. We have seen this happen before with P4Parking and it's a right old faff to then force a POPLA code out of them for the keeper. As I said to the OP they should have followed the sticky advice and appealed as keeper, early.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Should I still appeal to TNC stating the poor NTK sent, and also complain to BPA?
Or should I complain to Nighthawk? Can I still appeal to Nighthawk?0 -

Guy I appreciate all your help. If someone could tell me the best recourse now. It says NTK but its more like a invoice reminder. It does not give any instructions to appeal, POPLA etc. From my reading NTK need to have certain information mentioned which this NTK does not???0

P4 originally issued the windscreen notice.
I believe I'm correct in saying that under BPA guidelines, the process P4 should have followed is:
If p4 do not get a response from windscreen ticket then after 28 days they should issue a Ntk to the keeper.
The keeper should be given 28 days to appeal and if appeal refused should be given a POPLA code so an appeal can be lodged with POPLA if desired
P4 have not followed this and have passed it over to TNC instead.
TNC should have sent you an NtK giving you 28 days to appeal but they have tried to deny you this right.
So do as Coupon-mad has suggested and in addition report them to the BPA and DVLA for non-compliance as others have already advised.
(others much more knowledgeable than me can hopefully confirm this )0 -

Complain to both the bpa and dvla on the same emailWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
