the anpr sign that applys in this instance right above where our car was left had in red at the bottom these words
NO STOPPING AT ALL. does this mean i stand no chance at all of getting this piece of toilet paper reversed in an appeal ?
No makes no difference at all

Did you read any ANPR Ltd threads, I am sure you did? You should be laughing at ANPR Ltd by now. Did you read the 'Newbies for the love of God please read these FAQs first!' thread which gives you the first appeal template letter, you did but did you miss that it also tells you that...we win 100% of POPLA appeals.
On a serious note - any chance that alleyway is actually owned by the Council if it's part of what might be public highway? If so, then ANPR Ltd might well be up to some tricks again because they have NO contracts with Councils (and are never likely to in a million years). How about phoning your Council Highways Dept to report a rogue 'ex clamper' doing private ticketing on land you think 'might' be Council owned so you want to check?!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If, as it seems, you found the ticket on the windscreen of your car then as already pointed out ANPR must issue you with a Notice to Keeper (NtK) at a point between 28 and 56 days after the event. That seems like a lifetime to wait but if - as they are known to do - they slip outside that timing it makes you life even easier.
You need to wait until that notice arrives because were you to appeal now they can reasonably conclude that you were the driver. You are under no obligation to provide them with any more information that they already have hence the need to wait.
As and when they issue the NtK you can appeal (this needn't be a very long letter but the templates in the Newbies thread are long enough to cover the important subjects) which will bring about an almost inevitable rejection - usually written by their characterful bossman Trevor. The letter should include a POPLA reference number and, armed with that, we can help you draft an appeal to POPLA that wins every time.
Its a simple as that but I understand that with your blood pressure being where it is now you want it dealt with and gone by tomorrow. Sorry, but that won't happen but we can still make sure that it goes away. It just means having to wait around for a bit.
Remember: No private company - not even one of Trev's - has the right to force you to pay anything. They certainly don't have the authority to issue fines and that is not what you have in any event. What you have is a speculative invoice dressed up to look official. Right, go and sit down with a glass/mug/tumbler of something nice and chill. These jokers are not going to get a penny from you.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

HO87 you are right i want it dealt with and gone by tomorrow that is what im like with everything and its late at night when i go to bed my blood boils and im loosing sleep. The anger i have within my self about this scares me cause i have never felt so angry in my life and i now some might think that sounds a bit over the top but its true.
Another question i would like to be answered is with a great amount of people knowing about trev the tramp how come he can sleep at night with so many haters he must be sleeping with one eye open and always looking over his shoulder....

hi people i am still here i have just been trying to keep my mind busy instead of thinking about this parking thing as i just watched panorama about bailiffs tonight :-(
HO87 said in an earlier post that ANPR must issue a Notice to Keeper (NtK) at a point between 28 and 56 days after the event. i wanted to now is that from the date on the ticket or does that start after the 14 day early bird discount time has run out ? as the ticket was issued on the 23/02/14 and i still not heard anything ? and after the 56th days what happens if i get the (NtK)0 -
What you worrying about bailiffs chasing council tickets for? This will never ever ever happen with this, it will never go to court, and if it did you have a very good chance of winning as these people are utter morons. Now just wait for their letter and come back when it arrivesWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
