Unless it's in his deeds, I don't think he can be required to fix the fence whether he put it up or not (unless it's causing damage or danger). He'll probably be required to maintain that boundary, but that could be by a couple of posts and some wire.
Does your council and insurance company know your OH is running a business from the property?
Hope you get it sorted - he sounds like a right bully and unless he's mentally ill, I don't believe his age and past service to his country should mean that he can just do what he wants.0 -

So what? Some old fellow once pushed passed me in the post office and his reply was "I fought in the war" when I challenged him.
This doesn't excuse his behaviour and anyone who hasn't fought in a war shouldn't be treated as second class citizens!
Respect is something you earn, it isn't a god given right.

Fighting in World War II is more courageous and selfless act than anything anyone on this thread has ever done.
Without people like this guy, we would be communicating in German.

How do you know he wasn't in a reserved occupation? Or a conscientious objector? Or exempt from conscription on medical grounds?

For all anyone on the thread knows the guy might have been one of those who fled and hid during WWII. Or he could have had a protected industry. Or he could have had had a condition or illness that meant he didn't take part.
My Grandfather fought in WWII, like so many, and still managed to be a polite and respectful man as well.0
