It doesn't mention 07700 0xxxxx which forms most of the noodle numbers. However, according to the following thread:

customers dialling an 07700 0xxxxx number is now being charged and they are trying to ask 3 to credit it back to them.

yes it does, see end of page 14, they list it as international band

My brother has been charged for using that number, but couldnt manage to get the credit back though 3 didnt send any warning message about change of charges. terrible!
