The caption is from a letter that is not specific to this incident. Could be from any other part of the park. Anyone with more than a couple of braincells would be able to work out that this narrow fences pathway has no space for bicycles.
Not forgetting the fences have spikes in them, if there is a colission between a cyclist and pedestrian. Cyclist is going to fall and get impaled by the spike. - very unlikely to be part of the cycle route.
I highly doubt some pencil pushing, beauracratic public sector worker would add that path into the cycle route.0 -

As far as the law is concerned if the council has no cycling signs up then it means no cycling.
I think you'll find they need some sort of order in place to enforce that unless you can provide a link to say otherwise.
No note also you ignore my comment on what the police officer said. And if a PCSO or SNT officer can give out a ticket so could he. Maybe he was unsure of his powers and should have asked you about the signs.0 -

The initial refusal to take actions by the Police on this incident was reactivated some days later by the pestering of the aggressors on the Police to get my personal details and their intentions to take civil actions against me (ironically). Eventually the Police got to see this video and pressed charges against them instead.
Having contacted Lambeth Council and The Friends of Kennington Park to clarify this matter before posting this video, they have confirmed that there are currently no restrictions to cycle in and across the park and the signs shown at the entrance, part of the tarmac, were placed there at the time of its construction and they are no longer valid. In fact, they not only are going to be removed but also the whole path will be redesigned. Lambeth Council, as usual, has no dates for that.
TO CLARIFY SOME THINGS, there are at least another 12 cyclists riding across the path during this incident, most of them riding in zig zags sometimes to avoid the totally damaged piece of tarmac near the entrance, none of them harassed or attacked by this couple.

I didn't see an actual 'no cycling' sign up on the video, simply 'no cycling' which had been painted onto the floor at the entrance? Could've missed it though, but certainly something like that wouldn't be enforceable (if it was in effect that is)?0

I have had to deal with jobsworth policemen before, a couple approached me when I was having my lunch in town on a sunny day and said 'It's illegal to drink here'.
Trouble was
(a) this isn't true, they were lying or didn't understand the law
(b) it was an empty bottle anyway
Generally on any given matter, if you've researched what the law and rules are, then you are likely to be better informed than the police, who have to enforce literally thousands of laws, few of which they will fully understand.0 -
The policeman here was fine. He didn't seem too convinced by the old, no cycling sign. I'm sure if any evidence was provided to show cycling was now allowed he would have been happy to accept it.0
