In which case a fine should not have been issed at all!! If its a very easy mistake to make then there is a HUGE flaw in the process!!

I would possiblt write to your local newspaper as well might get a small story out of it which the paper 'may' pay for?
Definatly contest the fine though.
In my experience, local papers don't pay for stories and many nationals take storys from agency feeds.
The way it will help is if the council refuse to drop the fine - the paper will take up the 'crusade' against the little man.
hopefully it will get sorted without that though.
