    For a first letter it could be construed as a bit OTT - but I do like it.

    How about saying you appear to have been sent a fixed penalty notice in error and could they please explain why it was incorrectly addressed to you as there appears to be no evidence to back up the claim. You could then ask if they need the notice returned or will they be able to issue another one to the correct recipient/offender.

    ckerrd: I totally see where you are coming from and I like (very much) your idea. In a different circumstance I would 100% take your advice. However, I think that the underhanded way that they are going about issuing these fines is so far off the out-of-order scale that OTT is warrented in a first letter :):)
