The best time would be if they refuse to withdraw it after your letter. It will give you the extra leverage.
The press probably won't be interested after you've had it quashed, but it will be a good story if the council dig their heels in and say hubby has to pay up.

I tend to agree with pockets (and his/her sig) aswell in that the issue needs highlighting.

No, that is the point. They are accusing someone of a criminal act. They have not taken reasonable measures in properly identifying the person. This can be proven (in this instance) - because of his personal circumstances - but imagine if it couldn't be. From what someone else was saying, it looks like this has happened before (by the same council) - so either they aren't taking the fact it's a criminal offence seriously and being off-hand about it, or they've seen that accusing people needlessly is a nice little earner.
Is that doing their job? It one sense it is - earning money. Who cares about the nitty gritty like compliance with the law?
I (I think it was me) called them a "Jobsworth", because they would then go to court and swear he did it - making their jobs worth more than their integrity.
I think perjury is wrong. I think attempting to obtain money by deception is wrong.

I want to make it clear that I'm not an overly-zealous pickey person, it was just an observation that I felt I wanted to make an opinion about.
Maybe I mis-understood the posts, but it just sounded like critism was being made due to the job that was being carried out.
If someone is travelling at speed and sees a cigerette being thrown from a window, you can not retrieve the cigerette, and it is very easy to mistake it from coming from the car infront/behind. I'm sure the person who issued the fine thought it was from the correct car, and as I said - mistakes do happen - that is what an appeals procedure is for.
Anyway, doesn't change my feelings that I do hope you get it sorted, and obviously correct them on their error. Good luck.Amo L'Italia0
