Fixed Charge Notice - on a space that I pay for

Hi all,

I've read through lots of bits (not enough yet) but just wanted to run this past you.

I pay a reasonable fee to rent a parking space in a central city location (Not sure if I should indicate the "type" of building it is because it may give the game away?). I have been paying monthly for over a year with no problems. I have a permit valid until June 2014 which is clearly displayed in a clear tax disk holder above my actual tax disk.

Today I arrived back at my car and found a fixed charge notice from Capital to Coast (are they private company or legit?) for "invalid permit displayed".

They have also made a note that they have taken photos (time stamped).

Is my first port of call to complain to land owner? I rent off of this building (happy to say what type if people would like me to) but am unsure due to the type of building whether it is owned by them.

Any help appreciated about whether this is a private firm and next steps (I will of course finish reading the sticky too!)

    I suggest you also look for any other similar threads where the issues are to do with residents permits etc, especially with C2C

    and yes, always appeal to the landowner as well as any other appeals

    Why does 'ex-clampers' not look good when clamping is illegal now and we always win at independent appeal? It's only a 2 stage appeal, covered in the Newbies thread.

    its always confusing for a newbie

    not helped by the fact that C2C have just left the BPA and gone to the IPC

    this means its confusing for regulars too

    as for landowners, it can often be hard to track down who they are in order to complain to them , thats a problem a lot of people face , complaining to landowners or their managing agents

    presumably the pcn tells you details on how to appeal ?
    possibly who the creditor is ?

    you can also see the havoc this causes in that thread I linked to , hence the long dialogue within it

    I would put the complaint on the back burner for now and just choose one of the linked 'first appeals' (I link a dozen for you to choose from in the Newbies thread so you can see the pattern of appeal points for all, and that 'what happened' isn't relevant).

    Normally we say wait for the Notice to Keeper but with C2C I would consider appealing straight away just to get the POPLA code and win sooner rather than later. The reason is I suspect they don't issue compliant NTK letters at all and you'd end up with hassle if you wait (they'd possibly say you are too late to appeal). They'd be wrong but we see it a lot and it's more hassle than is needed.

    So I would appeal as KEEPER (not driver) to that ticket, now. That's my advice as long as this is England/Wales. And they are members of the IPC and so you will be one of the first to try that new appeals stage (not POPLA in your case!):

    You are right, I just twigged this isn't a POPLA one, it's the new lot to test out!

    So even more reason not to wait around IMHO, this OP should appeal within 14 days as KEEPER.

  • It doesn't mention a creditor as far as I can see - says I can appeal through the c2c website.

    lots of warnings about requesting info from DVLA + DVLA logo and a solicitors logo on there too.

    Yeah the buildings a weird one (maybe I am just being thick!) but I'm thinking potentially council owned. I have left a voicemail for the office manager that deals with my permit to ask her.
