If they were friends or relatives then I'd take them in until they got back on their feet. And if they were not friends or relatives and you were the government in charge of benefits. Would you put women and children out on the street?

Yes, instantly, and without so much as a twinge of guilt. I might offer to hang onto the kids for a few days, but anyone over 18 can sod off and get a job before they so much as think about darkening my towels again.
As it happens, over the years I have taken in waifs and strays, given jobs to mates fresh out of prison to help them get their act together, taken troubled youngsters under my wing and turned them into engineers and businessmen, and much much more.
But those I help need to put in as much as I do (ideally *lots* more) or they are clearly just along for a free ride and need a great big helping of tough love.I am not a financial adviser and neither do I play one on television. I might occasionally give bad advice but at least it's free.

The government's current approach is to hook these people up to the magic money tree, rain benefits on their heads with no strings attached, and make no attempt to get them back on their feet.

I would put them up in a hostel, which provides a basic breakfast and healthy dinners.
They would be required to help keep the hostel clean, and help out in the kitchen and garden to pay for their keep.
They would also be required to do voluntary work whilst the kids are at nursery and/or school so that they can acquire the skills needed to find paid work once their youngest child goes to school full time.Smiles are as perfect a gift as hugs...
