I have referred in my draft POPLA appeal to various phrases in PE's initial parking charge notice and in their "explanation" of why they didn't allow my soft appeal so should I include that and maybe highlight the relevant text or will PE have to provide POPLA with a copy of those documents as a matter of course?0

they should submit all their paperwork to popla and to yourself too, all of it , their own paperwork and any received from you too, you "should"receive this evidence pack within a certain deadline
if they dont send it to popla, then that is their problem not yours
you should concentrate on sending in yours , not worry about theirs
then worry about theirs if and when it comes, say a week or two before the hearing , whatever that deadline is
dont do their job for them0 -

Certainly make the reference to the various phrases - but it is up to Parking Eye to provide all documentation regading this. They need to inlclude the details of the Ntk/ Parking charge, signage and a copy of the rejection letter as a matter of course. (PE go overboard and send 50/60 pages and you should also receive a copy - they are so environmentally friendly:p)
Read the Stickies - some have beenn won as the PPC have not submitted details of parking charges/paperwork and so appeals have been won that way.:)0 -

The operator will supply the notice to keeper, all correspondence and stuff they want to rely on, such as signage maps and pictures.
If you want to rely on anything else, or disagree with them, then you should send in you own evidence.
ParkingEye for instance, are particularly sloppy about record keeping and regularly send in incorrect maps, pictures of signs that were not there at the time and so on. Their own web site boasts of a case they lost because they sent in pictures of the wrong car park and another recent case was lost when they said the pictures were taken in winter but all the people were wearing shirts and t-shirts with posters offering summer sales.
It is wise therefore to have your own signage map and pictures if you want to contest signage. Include anything else you want to rely on too. A recent case was lost at POPLA because the motorist said byelaws were in place (at an airport), but did not include them. The operator lied* and said byelaws were not in place. POPLA beleived the operator because the motorist did not send in the evidence (that case has gone for review , by the way)
If you have not received parkingeyes evidence after 28 days, phone and email popla to ask them for it and to adjourn the case until you get it
*Perhaps I am being to harsh, and the operator was merely being economical with the truthDedicated to driving up standards in parking0 -

You could just attach the pictures of the lack of signs where the car was parked, and you could draw your own birds-eye view/map of signage on site, with words like ('PE sign but unlit/unreadable/not compliant with TRSGD2002') written inside a square, to indicate where there is a sign. Then a rectangle with 'my car' inside it to show where the car was parked and mark the entrance & exit.
Or why not just send that appeal off as it is - perhaps just with a photo or two - and leave it at that? PE will have to send you their 'evidence pack' at which point if they provide pics of signage in daylight or some such rubbish, you can immediately email POPLA some final comments about the flaws in their 'evidence'.
Personally I wouldn't spend any more time on it - forget it once it's submitted as you'll win on no GPEOL anyway...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
