    Letter amended to begin:
    'Dear x,

It has been a blood-and-stone exercise to obtain a CEO name and an assurance that someone exists, is on-site to sign for and read this letter. Kaylie[01722 450970] eventually said that ‘Steve Driscoll’ had been in post ‘for about a year’, so there is some dereliction, in that staff are unaware of their employers’ names and company structure.

I therefore address you, as most recent Directorial appointee. Unfortunately, the list I have consulted is alphabetical and does not distinguish seniority or experience that is fit to deal with these ‘parking events’ and their unenforceable ‘invoices’.

Obviously, I cannot address someone called Capita group Secretary Ltd, at:
    17 ROCHESTER ROW
    LONDON
    UNITED KINGDOM
SW1P 1QT, and expect anything humanoid in reply....'
    #########
The rest remains the same[post 40], with redundant names removed.

But you CAN address something to The Company Secretary ... as I recall a VAT-registered limited company MUST have a company secretary. :)

    Nothing human given, bod.
    OK, a copy to:
    http://www.companiesintheuk.co.uk/director/9448113/capita-group-secretary-limited

    Many thanks for that point.

    Now done:
    'TO THE NAMELESS COMPANY SECRETARY:
Please find a human equivalent to read this, sent to Mrs Todd, most recent Appointee to the Board of Directors for arkingEye Ltd and then direct that human to reply to me, as Registered Keeper.

I now hold you responsible for the length of time so far employed on this matter and all associated expenses....'

For my part, if I was the PPC, following a recent case, I would contend that answering all your demands justified my GPEOL.

Indeed, it seems to have taken over his life. Also, does anyone else find his idiosyncratic style of writing intensely irritating. I cannot understand how he has acquired so many of his accolades.
You never know how far you can go until you go too far.

    Dear &
When a vehicle overstays the free 2 hour period of parking, x cross checks the vehicle registration against vehicle registrations entered at the payment terminals. The payment terminals are located at WH Smith, Eat In or the Petrol Forecourts. When there is not a match, a Parking Charge Notice is issued by x via post to the registered keeper of the vehicle.
x appreciates that there may be a genuine reason for a motorist overstaying the free period of parking without paying, such as being taken ill on site. It is for this reason why x offers a comprehensive appeals process with each appeal being considered on a case by case basis.
We must advise that y are not authorised to cancel parking charges and we recommend that should you have any grounds for appeal, that you contact x directly as they manage our car parks and they issue the POPLA codes not y
As I have stated below if you could provide me with your contact numberx will be happy to call you directly to come up with a mutual solution.
    Regards
    Parking Team

Red h/l suggests a sniff of y suggesting?/looking for way out?
    Opinions?
I'd challenge inference/requirement that one must visit certain shops. There's masses of evidence from peeps who've never seen these terminals, wouldn't go anywhere near those outlets, &included.

Back - still no POPLA codes or correspondence of any kind, despite RD letters being signed for last week.

My requests for POPLA codes date from 2 and 9 December 2013 respectively.
Am I correct in saying that arkypie are now in breach of a legal requirement to supply POPLA codes, but no longer within 35 days? Instinct tells me to contact Richard Reeve, POPLA Tribunal Manager, on 0207 520 7202 and ask him to log the fact that I have attempted to appeal but have not been given a valid POPLA code.

Parking prankster is now on the receiving end of this from pe's heavies:
