What you sent as your initial appeal does not really matter. If you have a POPLA code then you need to develop a winning POPLA appeal. See the POPLA Decisions sticky thread, and the thread referenced in my sig.0

I'm still trying to find out who owns the land. I called the shops who rent units on it and no one was able to tell me. My next port of call is ringing their head offices to ask them.

At this stage, this is becoming a side issue and not one to get too hung up on. We have a winning (currently) strategy for POPLA as you will have seen.
Sure, if we can get landowner to appeal to, that would be great and certainly useful to check against the witness statement which will identify who PE claim to be the landowner or at least other party to their contract.
At that stage, you can ask the named landowner if they are, actually, the real landowner.0 -

Follow the two posters advice given above me, just compose your appeal, draft it up and get it looked over.

Ok I've had a look at other appeals and I was wondering if POPLA will need a copy of the rejection letter Parking Eye sent to me?
Also can I clarify if these are the main reasons I will be appealing:
1. Signs not in a visible position (will I need to provide evidence of this?)
2. Charge is too high and not representative of loss (even though they replied to me saying it is a penalty not a loss)
3. Parking Eye's legal capacity to enforce this charge (asking to see a signed copy of the agreement with the landowner)
4. No evidence that the cameras were in working order (asking for documents showing maintenance dates etc)
I'm not sure which type of camera it was they just showed 2 pictures of my reg plate. (it was very dark, I assume the picture is actually of the whole car and you can only see the reg plate due to the darkness)Hi. You have to be very careful about how you phrase your appeal.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
