I don't know who the owner is or how to find out unfortunately.
Can anyone tell me how to find out?

You need to get on google and start doing some research. Or visit the site again if possible and see who is listed on notices and signs as the owner. This is my *anonymous* account on MSE Forums - I post under a different username normally.0 -
Could I ask ParkingEye who owns it in when I send my appeal?Hi. I'm a Board Guide on the Gaming, Consumer Rights, Ebay and Praise/Vent boards. You can ask whatever you like. Don't hold your breath waiting for an answer though.0 -

Pointless! They will NOT tell you that. You don't even need the landowner anyway. You need the contact who RUNS the place.
Google is your friend:

That was found in seconds. You could start by ringing up that agent and saying you understand they run this site? Let them answer yay or nay and explain you want to complain about the parking regime so who is the contact? (They must know, even if they were only a selling agent...could be the managing agents though).
Or try Googling more! I just picked that one out from page one after plonking the name of the retail park into Google, I didn't search much or go back several pages of results. You WILL find what you want if you are proactive.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You don't hear for 'up to' 35 days and it will be by letter - why on earth do you think you'd have heard already?! Wait and in the meantime read up on how to win at POPLA and how to complain effectively about this - read the sticky threads at the top of the forum.PRIVATE 'PCN'? Because it took a very short amount of time for them to send me the first letter.Hi. I'm a Board Guide on the Gaming, Consumer Rights, Ebay and Praise/Vent boards. ParkingEye are presumably running around like headless chickens trying to sort out their fake witness statement problem and their recent trainwreck into the Bargepole buffers at court. In short, they have far bigger fish to fry than you if they want to keep hold of the £57 million they trousered from Capita.
Expect large amounts of templated guff to eventually arrive, along with a POPLA code.
Apparently PE's recent POPLA description of GPEOL calculation now runs to 6 pages, only one line of which is the actual calculation...and that line shows that the charge is not a GPEOL. The other 5.999 pages are therefore smoke and mirrors.Dedicated to driving up standards in parking0 -
Right I got a huge pile of letters in the post.
Even though I told them the driver couldn't see the sign they made no mention of this. I mentioned both not seeing the sign and also the charge was excessive. They only replied about the excessive charge...
Anyway they said that the judges no longer consider this argument as it does not need to be a pre-estimate of loss to be enforceable.
Then there is a list of previous rejections on these grounds.
I feel like counter-charging them for loss of life of trees and treating the environment without due care there is that much paper!
I have my POPLA reference so what do I do now? Unfortunately I dropped the ball and don't have an exact copy of the appeal I sent to them (I know I know rookie mistake!) but do I mention to POPLA that they ignored that bit? Where do I go from here?Hi. I'm a Board Guide on the Gaming, Consumer Rights, Ebay and Praise/Vent boards. I volunteer to help get your forum questions answered and keep the forum running smoothly.
