Personally, I don't see this behaviour as particularly immoral: he is just seeking to defend himself from a powerful company that abuses its position to exploit those who depend upon it.
However, I am confident that his magnet thing would not actually work with a modern electricity meter.
Anyway, the most helpful thing the OP could do is have a conversation about switching suppliers.0 -

What about all the things like switching to best deals for utilities, using the cheaper shops or the market, walking instead of using the car or bus, etc?0 -
