Depends on the processors, operating system, and application.

In general
Intel core 2 duo(T5 series) are better.
Some of the Intel core duo(T2 series) are better.
The basic graphics card in the AMD systems are better than in the Intel systems.
The AMD system is 64 bit - Intel are not (They just use clever advertising). So if you run 64bit vista then AMD is probably better.

However for this price, I doubt any Intel system would come close.

And this offer only comes with Vista Business.
