It is not racist to find it distasteful that someone trying to use the human rights act to claim they 'must have' non standard tv channels for cultural reasons, especially when their choice of location (country and property) is the reason they do not have them!There is no shame in not knowing; the shame lies in not finding out.0

It's not entirely a human rights issue, but for example it would be IF it was a council block and a good proportion of the residents were of a group who required access to those channels, and the council unreasonably denied them permission to install a communal dish for use with that satellite. .

OP - can you just clarify. Does it actually state in the LEASE that you can't have a satellite dish? Or is that wording merely in some form of code of conduct from a managing agent? I have experience of someone successfully challenging a jobsworth managing agent who insisted that a satellite dish must be removed. Their circumstances were exactly the same as yours - I think they wanted to view Eastern European TV stations. On closer examination in that case, the lease in question didn't actually refer to satellite dishes at all and the managing agents didn't have a leg to stand on. Also, the OP was asking for clarification, they thought it was a human rights issue according to some nonsensical articles they had read. The polite thing to do would be to enlighten them.
OP I suggest you ask your LL/LA about the possiblity of putting up a dish, You'll probably have to pay for and its unlikely that they will comply. They don't like things being installed by residents because then they have a responsiblity to maintain them (or at least they worry about being liable for such) This is why they order tenants to rip out perfectly good flooring and leave nasty 60's lino tiles.0
