4 years no pay rise. what action can employees take?

there are many jobs that just need doing if this is to remain a civilised country. there are probably many millions of jobs that don't require specialist skills. if such people are never expected to receive a pay rise then we will produce a working under class if we are not careful.
there has got to be some incentive to do those millions of jobs that need doing. if there are never any pay rises at the bottom but only at the top, there there is going to be less and less incentive to work
and you will have to top up there wages with your taxes. surely you don't want to have to pay the working poor more because their employers freeze their pay- do you?0 -

You make a good point here. The share of national income paid as wages is lower now than at any point post WW2. The gap between rich and poor is also ever widening.
Henry Ford realised a long time ago that in order to have a healthy economy and greatest benefit for all, you have to pay workers a decent wage so that they can afford to buy the products they are employed to make.0 -
