can I keep telling my neighbour to lower the TV volume?

Thank you for posting this, because I am something of a home cinema geek, and if you buy an ordinary television, they don't have the capacity (speakers/internal amp) to shake an entire house. You may be able to hear them next door, but they will be nothing compared to a full subwoofer kicking in during "Blackhawk Down" or some such film, and they will cetainly not be powerful enough to drown out your own television.
I smell a tall story here.;)
Yes it is. As l said earlier, we lived in a two up two down and moved to the back room to escape the neighbours telly volume. As long as you watch the same thing it's fine* but otherwise a nightmare.
* We weren't into the antiques roadshow or songs of praise :cool:

I'd think it depends on the building?
Adjoining walls are often thin enough to hear your neighbours every move. In this case the noise is coming from the downstairs flat, so it would depend on what sort of insulation or layering they've got between the ceiling in the flat below and the floor in the OP's flat.0 -

Her TV isn't blasting loud like when one loud music type, but it's loud enough that I can hear the programme she's watching and it's there EVERYDAY DAYS AND NIGHTS. Often a male commentator's voice is the source of bass and vibration, not to mention the background music sometimes came up really loud too.0 -
I think its a real shame that op didn't see the visit with the old lady for what it was which was a plea for understanding and compassion.
You could have considered this as an opportunity to open communication and instigate compromise.
Instead you show annoyance and display a need for vengeance because you possibly scared the old lady by knocking on her door making demands.
I know how annoying sound pollution can be so do sympathise but you haven't handled this very maturely thus far so let the council address it.

I think if you are subjected to noise pollution day in and day it, it can become painful and it does end up stressing you out. This is why we soundproofed our semi.
From the reading of the post, I think the old lady owns the house, so the council wont move her out.
90 or not, I think there is a thing as consideration for your neighbours.0 -

Btw if i found out you were harassing my 90 year old relative I would smack the hell out of you.

I want what's mine back - and I simply wanted to know if I have the any valid ground to keep requesting my entitlement of enjoying my home back, or would I always be accused of harassing her even when she is the one in the wrong?
Her daughter and grand daughter admit that her TV is loud and they can't stand it when they visit her too. They can't do anything about it because their mother/grand mother doesn't listen to anybody.0 -

Fair enough Im not saying you should be a victim in your own home but I just don't see how it can be productive for either party to continually ask the same thing of someone who is unable or chooses not to respond in the way you want them to and passive aggressiveness is bullying.
Just involve the appropriate people and try to be patient. It will get resolved just not tonight.

Yes, and every situation is different. Who cares if someone finds it comforting? This situations is clearly not as it is constant!!
I totally sympathise with the OP. The fact that she is elderly and we are supposed to feel sorry for her makes it even harder to fight the problem, especially as she seems to think she can do what she likes. Lots of young people are lonely/ill/under stress, but it doesn't give them the right to disturb other people day in day out and cause them stress.
I was once pushed almost to the ground, but very fiercely shoved aside, by an aggressive elderly man at least in his 80s. This was totally unprovoked. He was even using his walking stick to push me! He had insisted he was next in the bus queue for some reason and tried to play the victim due to his age. I weighed 7 stone and am 5 ft tall, and female, and not one person sympathised with me because I was young, about 25 at the time. That is ageism! He had committed an offence, but no one believed their eyes, just because he was "a poor elderly man". He was strong as an ox!! And crochety,antisocial and aggressive. I didn't know him, just a stranger at the bus stop who wanted to beat me onto the bus. I still feel incensed when I think about it, as he got away with it and it was so hurtful to me at the time. On top of that I definitely was before him in the queue as I saw him arrive. No "ladies first" for him.0 -

I would suggest a third party intervention to see if there is some assistance available for your neighbour.
Hobbit didn't realise just how loud the TV was until I recorded out n the back garden replayed the recording for him to listen to.
If you were my neighbour and complained, I would understand. Sometimes it takes a freindly word, mentioned in conversation just to bring this to your neighbour's attention.
You have written to her, so she realises the problem. have you kept a copy of your letters to her?
Now if it was a teenager and the music was thumping day in and day out, I would get the Noise abatement officer out, after I had spoken to the parents and it continued.
Sorry to hijack the thread but I was reading this as I am going through a problem with noise during the night - after moving in two weeks ago. It is a tenant upstairs. Just wondered how effective soundproofing is, and where is a good place to start to find the right kind etc? I'd appreciate any help but I will post separately on a new thread if my problem continues. I am being woken at present two or three nights a week at 2, 3 or 4 am.Thanks.0 -

Councils will take into account duration of noise as well as volume, and many other factors. if it is happening frequently and/or for long periods of time it could be considered a statutory nuisance.0
