I am worried that council might not be able to help if she really listens to no one and not afraid of fine.

Well, councils do take steps to confiscate the noise generating equipment, but then if she's so loaded she might just go out and buy another!!

If her actions are impacting on the lives of others in a detrimental way and she refuses all options to sort the problem, then yes she is being selfish.

    Exactly.

This lady could take a number of steps to make sure that her loud TV watching doesn't impact detrimentally on her neighbours, but she won't. That's pretty selfish in my opinion!

I feel for you op we have a 78yr old who has the tv blasting or the radio she very rarely goes anywhere (she has a younger son who lives with her and they just dont care) !
Her tv you can hear out in the back garden and the front garden there is no escape.
Its 8am until at least 11pm.
I am sick of it this hot weather and we have had to keep our windows shut (she has her windows /doors wide open.
When my oh did some diy in the back garden(rare) she turned her tv up.
Hope you sort it (the only people who dont understand are people who dont have to live with it).

Wireless earphones......Unless the old people know about them they will never use them..
It is nice to see the value of your house going up'' Why ?
Unless you are planning to sell up and not live anywhere, I can;t see the advantage.
If you are planning to upsize the new house will cost more.
If you are planning to downsize your new house will cost more than it should
If you are trying to buy your first house its almost impossible.

I then went and do some research, and was going to lend her my wireless headphone for her to try.

Before we were supposed to meet her, we bumped into her when she was waiting for her daughter to pick her up, spoken to her daughter briefly and realised the old lady has already got a good wireless headphone already. (her daughter knows the problem.)

Do you have carpet or wooden floors?
If wooden floors maybe invest in some really thick carpets to muffle the sound coming up.

Yes, but in fairness there is a difference between hearing the TV and it shaking the entire house, which is how the OP has described it.

Thank you for posting this, because I am something of a home cinema geek, and if you buy an ordinary television, they don't have the capacity (speakers/internal amp) to shake an entire house. You may be able to hear them next door, but they will be nothing compared to a full subwoofer kicking in during "Blackhawk Down" or some such film, and they will cetainly not be powerful enough to drown out your own television.
I smell a tall story here.;)

How do you know? The TV could be on but him dead in front of it? Sorry off topic, but this puzzled me!

    Fool!
Everyone knows that if you are goin' to die, you has to turn off the television first -

to save on the electricity bills innit;)

With a bit of luck the council will find her more suitable accommodation and then move a family with a brood of noisy obnoxious kids into the property.

    I like your style.
    Out of the frying pan
