It almost sounds like a cartel. If the ENTIRE committee is made up of absent owners then those owners living on site are being denied their rights by omission.
Why not talk to other on site owners and encourage them to get on the committee.There will be no Brexit dividend for Britain.0 -
Now turns out some of the owners (only those who own but don't live on site) are against stricter enforcement as they feel it could put prospective new tenants off -

No, this is a letting agent thinking " I don't want to be involved with parking complaints or rent unpaid for penalty ticket deductions".Stop! Think. Read the small print. Trust nothing and assume that it is your responsibility. That way it rarely goes wrong.
