Can't comment about the Welsh stores but the Scottish ones appear to be operated (separately) out of Bathgate with a good mix of Scottish / German products.

Probably just a business decision for the Scottish unit to accept Visa / MasterCard credit cards.

99p Stores (or at least ones I've visited) do not, but Poundland DO accept Amex.

If any MSE moderator ever looks at this thread, please can we have an updated list of who does/doesn't accept Amex?

The list at the start of the thread dates from 2004, and the one in the main "Amex Acceptance" article dates from 2009.

You can buy gift cards from their site with an Amex though.
