All emergency services have drivers who drive on blues.

'Coppers' aren't experts on law, they just know the laws that have a relevance to their job, just like all blue light drivers should know the laws that govern them.

My employers recommend a 30mph maximum when passing stationary traffic on a hard shoulder. But it is up to the driver to risk assess each situation, just as they have to each time they make use of exemptions. This is just the same as going through a red light. The driver has to risk assess the situation, but if they get it wrong and cause a collision, then they can still be prosecuted.

You would know all this if you were qualified to drive on blues.
