Mentally ill people can qualify for both the care and the mobility components of DLA. For example, if they need someone with them to go to unfamiliar places (mobility DLA), or if they are too distracted to be able to cook a meal on their own, for example, people who can't be left alone to do that because they forget they have the stove on (care DLA).

I know. But as I just said, Motability cars are only available for people who get HRM DLA, Higher Rate Mobility DLA. And normally HRM is only given to claimants such as this
suffering from a physical disablement resulting in your physical condition as a whole being such that:

    1. You are unable to walk.
    2. You are virtually unable to walk.
    3. The exertion required to walk would constitute a danger to your life or would be likely to lead to a serious deterioration in your health.
    4. You have no legs or feet (from birth or through amputation).
    5. You are both deaf and blind.
    6. You are entitled to the highest rate care component and you are severely mentally impaired with extremely disruptive and dangerous behavioural problems.

describes a (possible) qualification for LRM DLA, Lower Rate Mobility DLA. A recipient of LRM DLA does not qualify for a Motability car. Only HRM DLA gives access to a Motability car.

Hence my doubting that many people whose primary condition was depression could get a Motability car.
