Because the primary purpose of unusually low allowances (and consequent at-the-gate surcharges) is to generate an additional revenue stream for the airline and to subsidise other passengers' lower headline fares. If it was about the fuel cost of carrying the additional weight, they'd be surcharging obese passengers too.
Unreasonably different allowances and surcharges distort competition. It would be a more level playing field if airlines competed on headline fares and quality of service, rather than less-than-obvious surcharges.
But who is to say what is reasonable? You seem to think it is you!
Personally I think 10kg is more than reasonable, far more than is offered by Thomson (5kg) and the same as Virgin and Monarch. Even Emirates only offer a 7kg allowance for economy customers, and Lufthansa 8kg. It would seem that BA's allowance is unusually high!0 -

Back to original post, theres absolutely no need to worry about getting "stung"
Ryanair don't sting anyone. They have a set of guidelines that if you follow, then you will have no problem with extra charges.
You have a suitcase that you have pre paid and a buggy.
So check in online and print off boarding cards in plenty of time.
Arrive at airport with plent of time to allow for Qs at bagdrop, security etc.
Provided your hold luggage and hand luggage are within guidelines, then you won't have any problems.
If you have not paid to prebook seats then make sure you are at the gate nice and early, so you can be near the front of the Q.
Problems arise when folk like NFH think they can bend the rules and carry more than they have paid for. They then squawk about "rip off" etc etc when Ryanair enforce their policies.
80 million people fly Ryanair. on each flight of 180 passengers Ive been on, at the most, normally only 3 or 4 cant stick to the guidelines. The rest manage fine0 -
Potential passengers shouldn't have to check the cabin baggage policy of each airline before booking. Passengers have a reasonable expectation that the allowance will be similar across all airlines (with exceptions only for very small aircraft).
For this reason, the European Commission is considering imposing an EU-wide minimum inclusive cabin baggage allowance. It will probably follow the standard IATA size (56x45x25cm) and a reasonable weight allowance such as 15kg. To be fair to Ryanair, it's not the worst culprit here; Wizz has prompted this action.

Easyjet's is even higher - no limit, provided you can lift it into the overhead locker.

So we have two airlines that have a high hand luggage allowance, and countless ones around the 10kg mark (I can give many more examples if you need them). What makes the 10kg ones 'unusually low', when they are in fact far more the norm?

It is quite simple to get one that fits all - you simply get an expandable bag/ case. If you don't want to do that, you buy a bag that fits the smallest dimensions.0 -

And then after making that purchase, another airline like Wizz comes along and imposes an even smaller size limit. That is why the European Commission is considering taking action against this malpractice.
Do you have a link to details of this action they are 'considering'?
I still fail to see the problem. The key here is consumer choice, no one forces you to fly with any airline. And if you cannot follow the simple rules, then you deserve to pay a premium.

Thank you for your helpful reply. I have been reading, but can't work out because i have baggage to check in will i be charged at desk even if i check in online?
I've measured backpacks for hand luggage and will be certain to weigh case before we leave.
