The vehicle can only be towed or ticketed for obstruction if it is blocking access to the highway, if there is no car on the drive then its not obstruction.

    Apparently, theres been a change:

    Vehicles obstructing dropped kerbs

Due to a change in legislation your local Borough/District Council is now able to issue a Penalty Charge Notice to vehicles obstructing a dropped kerb that serves a driveway, cycle track or pedestrian access.

Vehicles must not park on the carriageway adjacent to the footway, cycle track or verge that has been lowered or where the carriageway has been raised to the level of the footway, cycle track or verge for a purpose of:

    (a) Assisting pedestrians crossing the road
    (b) Assisting vehicles entering or leaving the off street parking areas such as driveways across the footway, cycle track or verge.
    (c) Assisting cyclists entering or leaving the road.

We also have a problem with parking, somewhat different tho. We live in a very narrow street with a very narrow pavement, and certain people are forever parking over the drive on the opposite side of the street, makes it impossible to get in or out the drive. What really gets me going is the fact that the rest of the street, up and down, is actually empty!

I know there's nothing we can do, it just shows the ignorance of some folk.

If that is legislation I would be grateful if you could link to it.

Our Council, (and as far as I know every one), will not ticket for obstruction, only the police can do that; - Obstructive Parking

There's nothing on my council's website either about this aspect of parking. (They have a Parking and Fines section, but nothing therein relates to Obstructive parking). So I would concur that this may be something that is delegated to Police responsibility. (Or perhaps it is specific to certain Police forces?)

So where do you put your car while you wait to get on drive when coming home?

I sit in the car where ever there is space to pull over :( i never leave the dogs in the car on there own at that time and in this weather as well. id rather wait.
