No, they're not 100%, and not everybody can be vaccinated so you're absolutely right that herd immunity is the goal we're aiming at to get rid of these viruses completely. That's how things like polio, smallpox and diptheria have vanished.

The single Measles vaccine is 97.8% individually effective after one dose.

Apparently in France there is a school of thought that says vaccine immunity is no longer lifelong and that it is adults with waning immunity who are contributing to the outbreaks.
