Yes, but according to security staff who have posted here, that alone is not enough in many establishments.
Amongst other 'extra' requirements the staff in question must have had continuous visual contact with the suspected shoplifter from the time they were observed 'taking' the item(s).
In the end it's a matter for the shop management and staff to strike a sensible balance. Too aggressive and they may end up on charges themselves - too wary and they will lose a lot of stock.
And, of course, it all comes down to whether they find evidence of theft. If they do, what a priori proof they had is irrelevant.There are two types of people in the world: Those that can extrapolate information.0 -

As MamaMoo's post shows there are some stupid people working as Security Guards. With even a little bit of training they should know not to do that.
Pmduk makes the point about witnessing the theft and Azari a good point about keeping the thief in sight, which is not always possible.
They can and do leave the item down again so a Guard has to be very careful.
If i'm not 100% sure i let them go.
In 13 years as a Security Guard i have never made a wrong call. O.K. i'm sure i have let many more leave with goods.0 -
