The shop should behave lawfully/train staff adequately etc....

I was hoping this thread would persuade me to go your route but without knowing exactly how they resolved it i would still take it straight to the Police.
I'm not convinced all they offered was money either because you could have got a lot more dragging it out if that was the only motivation.0
