Nobody has shown me anything. What qualifications have you got? Some motoring offences are criminal offences thus recordable. I havn't judged the OPs wife at all... The OP himself suggests that the police arn't taking any further action. I am totally aware that a person will not necessarily get arrested on the spot but still may be prosecuted.
So why did you say this and continue to argue the fact?The police should be able to furnish her with those details. If the police thought for one minute your wife was at fault, they would of arrested her on suspicion of a careless driving related matter.
I know of at least one recent case where a cyclist with no lights was 'killed' in a rear end collision at night where the car driver was declared to be blameless. Obviously it depends on the circumstances of which no one here knows 100%.0 -

What I should of said I suppose that if the police were convinced or they had sufficient evidence.
