Reporting to insurance is a terms and conditions issue. Reporting to police is a legal requirement. The insurance company may or may not report it to police, but if cyclist has reported to police and doesn't know your registration then it would reach them in time0

I was traveling in a coach under police escort (convoy from a football match) a few years ago as a second driver. A police motorcyclist had stopped in front of us at a roundabout. We rear ended the motorcyclist at slow speed thus the rider was not injured.
Driver was detained by the police and charged with careless driving. What ever you want to call it, he was charged and convicted for the offence.PLEASE NOTEMy advice should be used as guidance only. You should always obtain face to face professional advice before taking any action.0 -

Careless driving isn't, it's a motoring violation and can get you fined and penalty points. But when careless driving leads to an accident such as above then it's criminal matter - because you physically harmed someone else.
In a hit and run, the whole local squad will come after you and probably tackle you to the ground and end up with 4 bobbies sitting on you while one breaks you shoulder trying to cuff you.0 -

He shouldn't talk nonsense then. At the end of the day, you can get reported/arrested/charged/detained (however you want to paint it) for careless driving following a minor bump. So your info is also questionable.
Anyway, in the OPs case his wife didn't. So clearly the police decided she wasn't at fault.
But yes, he needs to inform his insurers but will need the details of the other party (cyclist).

Well....you keep (wrongly) telling us we get "arrested" if we are at fault in a rta.
Conversley, you now tell us we are not at fault if involved in a rta but escape from being "reported/arrested/charged/detained".
