    Can a couple both receive the Winter Fuel Payment?

    If your partner gets a Job Seeker's Allowance, Employment and Support Allowance or Pension Credit, the Winter Fuel Payment will be paid to your household.
    Otherwise, if you share your home with another qualifying person, you will each get a shared payment depending on your situation.

    Our situation has not changed since last year when we each got £100.

    Nope but I have checked last year's qualifying week and it is possible that my OH was not getting pension credit that week but he was getting it by the time the wfa was paid.
    Therefore, you are right in that they have not changed the rules but I do not think it is fair. They obviously live in some kind of ideal world where spouses share things like money ;)

    OK. So it's his turn to buy the coal, isn't it, since he gets the whole amount and that's what it's meant to be for.
