I'm guessing that you didn't follow the link in Giraffe's post. As it says on the Winter Fuel site:
"You usually get a Winter Fuel Payment automatically if you get the State Pension or another social security benefit (not Housing Benefit, Council Tax Reduction or Child Benefit)."
So most women who are old enough to qualify for WFP will get it automatically because they're getting State Pension. The DWP know about them already & know they qualify, so they don't need to claim. The same would apply to a man who was getting Pension Credit, for example.
"You need to claim Winter Fuel Payment if you’ve not had it before and either of the following apply:- you don’t get benefits or the State Pension
- you only get Housing Benefit, Council Tax Reduction, or Child Benefit"
Last, but not least, people in the " non-automatic" group only need to claim WFP once as DWP will then know about them in future.

My friend is the same age as me, 62, therefore entitled to her pension. She still works, earning £80,000 a year so hasn't bothered to claim her state pension. Seems oblivious to the fact that she could do. I don't know if she will get the winter fuel payment but if she has to claim it, she won't. She will retire in about 3 years time on 40/80ths of final salary.
She would spend the fuel allowance amount on a night out without thinking about it.
She has paid a lot in tax and national insurance, of course, over the years.0 -
