Can neighbour do this?

I need to ask a question regarding my neighbour.
He bought his house and has lived there for 24 years.
For 24 of those years, he's been running a business from their illegally; i.e. he does not have planning permission from the Council to do this.
He is doing car servicing by the side of the road and is a bloody nuisance.
He does this cash in hand so I doubt it he has declared it to tax, or benefits.
The fact is would he be allowed to do this; I need to apply to the Land Registry to check and see what it says on his title deed!!
If he has broken anything on his title deed what can I do about it!!??

That's your opinion.

It would be unusual to see covenants preventing home businesses on most older houses.
Modern identikit estate houses may well have such covenants however.

Take your car in for a service with him. Get the works. Refuse to pay him. See what recourse he takes. If it's down the officially accepted routes, then he's probably legit. If he just breaks your windows, you may have a case to complain about the way in which he operates.0

Council sent him a warning letter back in October asking him to stop doing car repairs, because I foned and reported him!! They told me he was not registered as running a business from there!!0
