If as you propose, it became law which IMO is ridiculous, what if people had no where to store 4 tyres and rims, what would you propose.
there are people who live in small flats with a single parking space, or without parking come to that
When I rang around for a price on my winter tyres, a few of them said they would store them for free if I bought my tyres from them and one of the cheapest places to buy them was my main dealer who's storing them for me.
If it could be proven and I don't have any data on this but by making it law to have winter tyres on all road vehicles that it could save at least one life a year would it not be worth it? I guess it depends on how much you think a persons or a family members life costs. I have put links below to you-tube showing the differences between summer, all seasons and winter tyres.

So your saying that three days is a good example for not having winter tyres? also not saying you should be force to put them on just asking if it should be law.
I have two cars in my family a new polo with winter tyres and an very old scooby with summer tyres if the law was changed then I would still have to find the expense of getting new winter tyres for the scooby which at present my overdraft would not allow. As for a job i am a HGV driver with an agency at the moment, but even I get scared when it snows or ice is on the road as I know how easy it is to jackknife an arctic even at very low speeds. If winter tyres where fitted to wagons there be less jackknifed wagon on the road during the winter.
The Scooby would probably save money over 3 years.... working on tyre wear being a bit higher during winter when you take into account the increased crabbing that occurs in the winter.

Its a no brainer....
The majority of accidents in Winter take place when people's stopping distance has 'magically' decreased. Not due to snow/ice.... simply the change in stopping distance ...
This is a bit subjective and perhaps people remember the more spectacular running into a tree/ditch/lamppost but everyday in winter the travel news has accidents in the M25 or similar...
To prove beyond any doubt would require this to be assessed as cause in each accident... however given the difference in accidents between summer and winter it seems like a foregone conclusion?0 -

Not at all. The only relevant large population centres for the type of weather necessary for winter tyres are in the North East of England and Scotland.
Everywhere does not have the cliimate which would necessitate legislation. Far better to spend the money teaching people how to drive properly.0 -

Sorry, but you really have no idea what you're talking about. I suggest you read up on official figures regarding UK population distribution and UK climate figures. I even posted a link earlier showing national temp averages which may help you out.
I was was just about to post the same link to prove my point, which probably means you don't understand the statistics.

This is probably the most idiotic thread ever - lots of things affect the stopping performance of cars, but for some reason some people seem to think that ALL people REGARDLESS of where they live and what they use their cars for should go to the expense of fitting winter tyres and this should be enforced by LAW - GET A LIFE!
Why not insist that no car is allowed on the road without ABS?
The police have a hard enough job ensuring people have adequate tread on their tyres, let alone this.
My worry is the people screaming for this to be made law actually can't drive and have regular accidents because they are driving too fast for the conditions. LEARN TO DRIVE!0
