I have been have instructed that I must first ask you desist from harassing me before the police can arrest you, your behavoiur is causing me alarm and distress and once you are aware of this if you persist you can be arrested, do you understand what I have just said to you.
Little known point is the police wont get involved unless the person has assaulted you or carried on harassment after you have pointed out that that is what they are doing.Be happy...;)0 -

Pot and kettle come to mind, you will be employing one of those companys you hate next to do it for you

As a police officer if I had to respond to an incident like this my first question to the O/P would be 'why do you keep parking in the same place if you know it annoys the home owner so much?' I know its the public highway and that you have a right to park there but equally common sense suggests that as you are aware that the family is being wound up by you parking there, then you could alleviate the problem by varying the places you park. Have you thought that there might be a good reason why the family gets wound up by people parking outside their house whatever the legal situation? Hopefully words of advice to both parties would suffice because the only way that I would arrest/report/ticket the homeowner for section 5 would be if he or she had a long history of anti social behaviour or public order offences.0
