Whilst I don't condone bad care and mistreatment the NHS is on a hiding to nothing.
We only ever see the bad cases. We never get the counter to this that they treat tens of thousands of patients a day, day in day out 24/7, 365 days a year.
Targets are only of any use if they SMART.
4 hour A&E targets for example. Many complaints, small in relative numbers get hilighted. The fact that they are for minor or non issues doesn't get recognised. The 100% within 1 - 2 hour s for major issues gets forgotten.
To often targets are introduced that are unrealistic and inappropriate for the the activity they are monitoring. If poor management drive those poorly formatted targets as your priority it no surprise equally important non targeted items fall by the wayside. If you tie those targets to financial incentives even more so. Banking is another example of how not to do it at present.
I am sure the quality of care also depends to some extent on location an inner city major hospital may be not as good as one in the shires.
I have known a number of consultants, nurses and clinical health professional in both a personally and as a patient or carer across large, small and private hospitals. My overriding experience has been good /very good. I have not had a bad experience.
Personally I think they are good with better with urgent, immediate, critical cases rather than long term chronic cases or nice to have non life threatening. But where should the money be spent?"If you act like an illiterate man, your learning will never stop... Being uneducated, you have no fear of the future.".....

The problem is that the issues we are talking about are not anecdotal - they are well-evidenced reports of systematic failures across 6 major hospital trusts.0

And apparently it is absolutely nobodies fault or responsibility.0 -
One of the first thing that needs to be done is to stop the appointment of political cronies (did someone say 'Common Purpose'?) to senior management positions within the NHS and then rewarding them for serial failure.0

Rules are for the obedience of fools and the guidance of wise men. Douglas Bader
Surprising you can't get any wise (wo)men for the salaries they demand.
Perhaps they got more if they followed the rules however perverse."If you act like an illiterate man, your learning will never stop... Being uneducated, you have no fear of the future.".....

Sad, but...
Don't follow the rules and mess up = your fault
Follow the rules and mess up = someone else's fault
Even the rules for recruitment (in which ever finer degrees of previous experience are required).0 -

Don't follow the rules - get it right, get blamed don't get rewarded.
