It's very unlikely they would reconcile the two names. One card per foursquare account is the main stipulation

Do you mean you can see the Shell garages but they are not showing as having Specials or you can't see the Shell garages on a search?

If they are there but not showing a Special, perhaps it thinks you have redeemed when you haven't - Try again with a new foursquare account.

Could also try a Shell garage that I know has a Special for certain: Remenham Hill, Henley on Thames. Every Shell near me shows as having a Special though

It may be showing on the south part of country
I live in northwest part, and I cannot see any shell offer in Manchester, Liverpool etc....

One thing to note is that sometimes when you're using the explore map on the foursquare app, some specials don't appear. If however, you type the name of the shop into the search bar they will show up.

Was considering registering with Foursquare and started the registration process. I was going to download the Android app to my phone, but noticed that this wanted access to the contacts on my phone and also my location so it could 'use' this information. NO WAY! That's not worth it - so I didn't complete the process.

Ditto. And I'm in the NW too.

I've succesfully used FS/Amex at Carphonewarehouse and Cineworld and didn't realise there was a Shell offer until I read MSE's page. I almost exclusively use Shell, so was pleased to see the offer and immediately checked it out - not showing.
