Also it said "Flat 2 Left" on the guys paypal shipping address so weather its official or not that is what was on there. I just copied it.

These kind of addresses are a pain, usually in Glasgow, Edinburgh or Paisley, and they appear to be old buildings covered into flats with the main delivery point being the original front door rather than each flat.

If the parcel was addressed correctly (and the PO clerk just misread the address when doing the paperwork) my guess would be who ever opened the door signed for the parcel.

As I said in my post - your receipt could show any address in the country - it does not matter. Once the PO pass the item to the Royal Mail, they use the address on the parcel itself. They have no access to the details entered in the Post Office apart from the tracking number.
So if the parcel has the correct address, and you believe your buyer, one of you needs to contact Royal Mail.
You could simply do nothing at this point, as your tracking number shows it's been delivered. Paypal don't come round to your house to check the receipt.

But they will want a scan/photo of it if the online tracking details doesn't include the address,.

No they won't. A scanned copy is only required for an untracked item chargeback.

So how does Paypal know the tracking number applies to a parcel sent to the address on the Paypal transaction page if the online tracking doesn't detail the address?

they dont (in the case of RMs sytem)
however its easy to check its delivered from the correct delivery office
obviously theres scope for issue but it would require a seller to have valid tracking for the same delivery area
a chargeback requires none of this
    only proof of posting

    If I'm understanding correctly, here...
A seller could list an expensive item (even if not in their possession); then post a scrap of paper (or even an empty envelope) to a different address in the area of the same delivery office; and because the tracking number would show a successful delivery, and from the right office, PayPal would side with this illegitimate seller?

    in the basic set up
    of course there are variables

I know how it works but I'm confident macfly is incorrect and as in this case the RM tracking does not show the address the OP will need to supply proof they sent to the address on the transaction page which they can't do because the clerk filled it in incorrect.

If Paypal doesn't ask for this what is to stop me selling 11 items to buyers in Glasgow, only sending 10 and using one of those 10 tracking numbers to fight off the 11th buyer's INR claim. Nothing is the answer which is why Paypal will ask for proof of the address the parcel was sent to.

So you don't actually know loonie? What's your confidence based on? If it's just logic, you are throwing the seller in to an unnecessary panic.
There are many threads on here about items being marked as delivered, but the recipient hasn't got them. Nowhere does anyone say that they have been asked to supply a receipt with a tracked item.
Knowledge is required here, not what you think.
