It will only be there on each board index, and only on ones where posting are allowed and are not just a category to contain other boards.
For example you won't see one on the CAB boards as they are closed for posting.

I have watched the introduction guide too and cannot work out how to post something on the forum - there is no "new post" button or anything that might be it in another guise - do I just "reply" to the top thread even though it might not be the subject I want to raise/discuss? Please advise!0

Admittedly I was a lurker for quite a while before I actually joined but even without watching the guide I spotted the 'New Thread' button on every board that I visited.0 -
I am aware this will have a "right" place to be but I cannot see how to . I am not a newbie to forums, in fact I worked for 8 years as forum moderator. Just cannot see where to access the right page.
