Judging by what is reported to have taken place I think that's probably the least of this person's misdemeanours. The problem is going to be firstly tracing him and secondly proving that he isn't legitimately holding the computer against a repair charge.

As has been said this isn't really the best board for good advice on how to proceed.

Theft is theft. You make a complaint of theft they take the complaint, if they say its civil they're wrong.

It's obvious from the op this is not civil.

It's not theft - it's a civil dispute. OP voluntarily handed the item to the other party, and the other party is withholding the goods until payment is made. (Whether the request for payment is justified is an entirely separate matter).

Theft plain and simple. Handing it over is besides the point. Theyve asked for it back. The other party aren't giving it back therefore intentionally depriving the rightful owner of their property which they have appropriated dishonestly. If you want to go the whole hog it's fraud and or extortion as well.

The OP never asked to any work to be done on the computer asked for it back and their demanding money. Thats a crime.

They have worked on it and believe they are owed money. Therefore they are not being dishonest. Therefore it's not theft.

Bad business practice, doing something you've not been asked to do. If they handed it back and asked for the money and the op didnt pay thats a civil matter.

Fact is the op didnt ask them to do anything, they have lied to the op and when caught made something else up. Now they're not giving the computer back and wont return any calls and are demanding money. Theft.
