No they wouldn't. It would need to be bought from the registered keeper at the address on the V5, and would need to be at a reasonable market value.
That's why I said in the post you quoted that the cash would be one of many reasons that the HPI insurance wouldn't cover the purchase. The original post was regarding that HPI would never cover a cloned car which isn't true, there are circumstances where a cloned car would be covered but in this case it doesn't appear the HPI will be any use.

Sounds quite farfetched to me, seriously - who goes to buy a car with £21,500 in their back pocket? If it is true then while I do have sympathy for the OP it was a bit of a silly decision nonetheless.0

It is of no consequence to me whether it is a troll or not. It sounds perfectly feasible and if true, he would not be the first person to be ripped off in this manner. This kind of scam can and does happen. You would not believe that a sane and sensible 3o something would invest some £34k in rare earth metals after a cold call from a boiler room,,but they did !Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..0

Where does insurance stand on stuff like this, the OP did the checks anyone of us would do, and as people have said a clone would not appear on a HPI check anyway...0 -
Might be worth speaking to the police and trace the insurance company that has paid out to the previous owner they may agree to sell you the car and a very reduced rate i have heard of this in the past as its the insurer that owns the car if they have paid the insured allready.0

I wouldn't buy a car in a private sale for more than £1K but that is just me. Maybe the OP values £21K the same way as I value £1K. I certainly wouldn't be carrying £21K in cash notes around on me though.
Also the HPI guarantee says you have to buy from the registered keepers address but registered keeper does not mean it is the owner. Even the new V5C documents say this.0
