The infant compensation note linked to by Vauban had an ID of '2011'.
Searching the CAA News Archives for 2013 Q1 reveals that a news item with ID '2010' is there dated 28 Jan and an item with ID '2012' is there dated 31 Jan. In fact all news items from '2205' to '2222' are listed for that quarter except '2011'.

Just to let you know my case with KLM is now resolved and they have agreed to pay each of us 600 Euro. I sent a detailed final mail to them questioning their explanation of "extraordinary circumstances" and backed it up with details and flight stats that I had researched online.
They responded promptly and whilst not agreeing (of course) with what I had outlined, did agree to pay each of us 600 Euro.
My advice would be to persist and unless you particularly want them, decline any offers of airmiles or vouchers (both of which seem to have so many T&Cs attached to their use) and instead, request a cash payment.
It took some time but I'm glad I persevered.0 -

If the infant was on the plane and you paid the infant price for said child you are entitled to the compensation so yes in those circumstances you should seek and receive.0 -

Article 3 para 3 of EU261/2004 backs your claim (assuming that you paid a fare for your infant that was available directly or indirectly to the public).The above is just my opinon - which counts for nowt! You must make up your own mind.0 -
