But those are for apnr tickets that link directly to the dvla, as it says in this article, your figures are therefore incorrect as it doesn't take into account the firms who don't use apnr or manual applications for RK details

And as the home office has confirmed 1.8m tickets in total were estimated to have been issued in 2011. And as it was estimated that 1.5m were issued the year before, these figures are hardly going decrease

I think the BPA Code of Practice says they have to allow 28 days to appeal? I thought you had appealed, are you up for insisting on a POPLA decision at their expense (and which you can ignore)? As explained here:

I was going to go flat out and ignore, but the line about 14 days to pay a reduced charge, or challenge its issue, despite the 28 day rules annoyed me slightly, so i sent off an appeal via email.
Ive received a reply today ( 7th jan ) its an automated response with the sender being listed as MOTO in the from box moto @ appelpcn.co.ukThank you for your email.

Thanks for the advice! I will write to the hospital and ask them to cancel the parking invoice. Should they refuse, I will simply ignore any further communications from CP Plus Ltd.
A conclusion from me (apologies again for hijacking this thread - perhaps a mod can move these few posts out to a new thread?):
I wrote to the hospital and they wrote back asking for the date and registration number of the vehicle which I responded to.
They then wrote back confirming that the PCN was cancelled!

I searched for CP Plus on the forum after receiving a fine for overstaying my 2 hours at a motorway services and this was the latest thread. I'm so glad I did. I also checked out this watchdog clip out on youtube http://www.youtube.com/watch?v=X1bsrLFAdmk. I was slightly concerned that the rules have changed recently but it seems this is mostly to do with clamping etc so I shall now be taking all of your advice and ignoring it and the other letters that will no doubt follow.
