    well that depends
    DNS is a recognised system for when officially required
    eg a customer is unable to sign
    I'm not sure why you keep referencing the Post Office
    they have no control over the mail delivery service

    Because that is who the sender purchases the product from.

    Well, when you buy a product from a shop, that is who you have the contract with.

    I would go to the PO and get a form and follow the process on the form.
