I have also been for jobs when they require three years of employment history. It is not the fault of the agency if they cannot put you forward because that is what the recruiting firm has specified. It is also not the fault of the recruiting firm if specific roles require this level of background checks - you do not know why this happens, and slagging them off on a public forum isn't helpful.
I've been out of work, I understand the frustrations. I went after targeted roles and managed to find something in six months. I was lucky, but I made my own luck.
With regard to your training ideas, Sage payroll really requires a working knowledge of basic Sage as well (its helpful to know the simpler functions). Do you have any experience in payroll departments? If you don't, then consider a more varied course. Payroll restricts you to HR or very limited accounts functions, and there are also a lot of HR people out there looking for work. They have experience - you won't get a foot in the door.
Go walking with a bundle of CVs. Ask if you can drop them in at offices, volunteer shops, the council, Tesco, wherever. Be proactive and get out there. You will feel better about yourself just for being in a job, whatever it is. Go into a supermarket and aim to get on the back office/admin training programmes if you don't want to stack shelves, but look at every opportunity laterally.
And honestly, as a recruiter now, if even one iota of that attitude came over at interview with me, you'd be out of the door with a firm handshake and a letter in the post politely wishing you luck elsewhere. You cannot allow the bitterness to eat you up to a point where it comes across in your personality and presentation. I am sure you are professional in your outlook, but these things do creep in over time, and you might not see it until it costs you a job.

Employers have a grid with all the 'essentials' and 'desireables' listed, and those that show they meet them on the application form/CV get shoved to the top of the list. It's then that they get sorted and the top few get interviews.

No I have it in writing from a few that they had to stop reading as they had too many applications or they just never read them all. Even my last company advertised and only read the first 100 (out of 300+) as they couldn't go on for weeks doing so. Yes read them with the cover letters and even chucked some put like a bloke who was an accountant applying for a junior role.0 -

That means nothing - you can open an attachment without "reading" the email.0
