Yes i know what you mean with public forum. I'm not paying or challenging it but i feel i will easy get more tickets with my shifts. There were loads today! Couln't believe it.0

If we all do the same thing surely they can't take us all to court etc? It's just the last straw for me that ticket today. Grrrrr!!!0

Have you tried getting your union involved in this? I mean your jobs are stressful enough without worrying about parking. As someone on the outside looking in it does look like that you are being taxed to work by paying for a permit that you have no choice, and then making simple mistakes you are getting penalty charges against you.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Like all the other posters on this board, you have a fake PCN. For a quiet life (unless you want to do the appeals thing to cost the scammers money and to try to get these fake tickets cancelled), just ignore it as far as each individual fake PCN is concerned.
But there's a bigger picture here; as a united group, the staff need to put something in writing NOW. Tell the Union and the Management about the real legalities (none) of these fake PCNs. State that your working life has become untenable, the shifts are not compatible with a third party money-maker in the car park which has an incentive to issue as many fake PCNs as they can, regardless of the staff circumstances. Surely the real problem is a lack of parking spaces for staff? This will NEVER be addressed by the PPC who only make their money when people apparently fall foul of their notices (which have no legal standing by the way).
Do not be fooled if the hospital think that being a member of the BPA makes a private firm some sort of authority to issue penalties - it does NOT. No private firm or person can issue fines; this is a well known scam industry (invoices impersonating parking tickets) and at the moment you are all falling victim.
You do need to be a bit careful in a hospital situation though because although a private company issue the fake PCNs and you should ignore them, some hospitals have been known to take these matters up themselves (and potentially the hospital themselves could get Solicitors to pursue it to Court even though the private company would lose if they tried). So you need to word your representations to the hospital very carefully as they are the only potentially authorised player here as far as Court could be concerned (if they realise it).
But it's very very rare for hospitals to try this - most likely they will hide behind the PPC and tell you all to appeal - which wouldn't be a bad idea! Each and every appeal that gets rejected and then goes to the independent stage of a POPLA appeal will cost the PPC £32+ to fund the appeal - and the outcome is binding on THEM but not on you! More likely would be that the PPC actually swiftly cancel these if a load of appeals flood in and seem destined for POPLA!
See what response you get from the Hospital first, urgently. If you do ignore the fake PCNs, then:

morning holly, quite simply dont bother with the union they are wet with stuff like this they will just bow down to the trust. I wouldnt bother complaining to the managers either.
You can make a united front by passing by word of mouth about the PPC and The fake pcn`s. You could see the process of the letters of debt collection through to the end. Once you are happy with the knowledge of how it works you can help others.
I have just finished one pcn on a hospital site at torbay. As same as yours was issued incorrectly i have a permit but it doesnt make any diffrence to them. The PPC will not back down on the subject as they want your money!!!. The letters are clerverly worded and very serious looking.
Remember the above, see it out!The word about the scammers is spreading like marmite here in the westcountry.

You all persuaded me me in my decision not to pay his parking invoice but now im afraid i will get more invoices which i will with my shifts.
So are you telling me to ignore them all? . Will it mount up and give them a better case toward me in the future?
Also i m a bit dubious in telling people to ignore theirs just in case is comes back at me. All i can say is that im not paying mine, the rest is their decision i think.Hol0
