It shouldn't matter..recorded requires a signature *any* signature on arrival so Royal mail would argue they have done their bit. Special is supposed to be signed by someone at the exact address, but there seems no requirement for it to be the person on the address label.
Also reading the paypal conditions it merely says that the seller must be able to prove delivery, so if it went to the registered address that should be sufficient, after all paypal do not hold peoples signatures so have no way of proving whether a signature is fraudulent or not. I cant get on ebay at work but you can always spot hijacked accounts by investigating their feedback.
Things like a gap in use, or a change in items for sale, change in style of listing etc. Paypal only, worldwide etc.0 -

Exactly the same as if I replied to a phishing Paypal email , my address is confirmed . Doesn't stop them sending the phishing emails to me .
I too sincerely hope it works out for the OP , I am sick and tired of people being scammed on Ebay and nothing being done about it .Baby Thomas born 3 months early by emergency section on 21/1/09 weighing 1lb 15ozs .
Thomas came home after 3 months and 2 days in hospital weighing 5lb 15ozs
Thomas weighed 21lb 4ozs on his 1st birthday , a total weight gain of 18lbs 5ozs !

Sure, the address on your pp account is confirmed, but it's YOUR address.
How's the scammer going to get his goods if he hijacks your account?My TV is broken!

This is the point I was making, surely a hijacker changes the delivery address to his address and then the address wouldn't show as confirmed.
Perhaps someone else in the house bought the phone using the buyers ebay account - kid or partner or they've changed their mind. But I would have thought if its been sent to a confirmed address then the account holders received it.0 -

I know , but you hear about it all the time , accounts hijacked etc . I wonder if within the phishing emails and phishing programs they use they can then change the address details . They must be able to do something as why else bother to hack accounts . They hack accounts often to sell goods which don't exist - address doesn't matter if you are the seller.0

They can't make an address a confirmed address... at least not fast.My TV is broken!

Report it to the police once it's been signed for at the address you sent it to. Explain that you sent it after recieving payment, it's been signed for at X address and the value is in excess of £100.DFW Nerd #025DFW no more! Officially debt free 2017 - now joining the MFW's!
