    Just had a thought on this, I notice that they will only consider an appeal on four points, but doesn't this breach the Equalities Act ? Isn't the fact that an operator not making reasonable adjustments should be one of the options. Couldn't this be challenged as Popla are refusing to hear breaches of the Equalities Act , so are breaking it themselves ?

    The vehicle was not improperly parked
    The parking charge (ticket) exceed the relevant amount
    The vehicle was stolen
    I am not liable for the parking charge
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    Where London Councils holds information relating to the POPLA services for its own purposes this can be requested under the FOI and EIR via the London Councils website Requests will be considered in the same way as any other FOI or EIR request and, unless exemptions apply, information will be disclosed.

    They have now taken my comments on board and have removed the word penalty and replaced it with the word ticket
    For everthing else there's mastercard.
    For clampers there's Barclaycard.

    This is still there:

    "If you have received a penalty prior to this date, and wish to appeal, please contact the Operator that issued the ticket to enquire about the options available to you."

    But this is far worse in my opinion:

    If your appeal is refused, in order to avoid any further action by the operator you should pay the full parking charge within 14 days.

    It's totally unacceptable for a supposedly-independent service to state that anyone should pay the charge, let alone with 14 days. It gives the alleged charge a totally unwarranted veneer of authenticity, it seeks to deny people their right to dispute the charge and make the PPC justify it in a court of law, and it could've been written by the BPA themselves.

    This particular statement is one of the highlights of my complaint to the minister and is strong evidence that the independence of this service is questionable to say the least.

    When the possibility of a so-called "independent" appeals service was first mooted I suggested, as did a few others, that the only way in which I could envisage such a service ever being able to operate was if it made a number of assumptions and simply "did not go there".

    Lo! and it came to pass. POPLA, it is very clear, will not address any element of the issue of invoices which in any respect relates to the operation of the law of contract nor other cornerstones of the law such as privity (which POFA has limited anyway) or the imposition of contractual penalties.

    It is indeed a travesty and one, of which, the BPA will be rightfully proud. If the Under Secretary of State for Transport fails to recognise that he has been snowed in much the same way as PPC World has sought to snow the British public over the last 8 years at least then he does not deserve to shine the seat of trousers on green leather.

    Pull yer finger out Norm and do the decent thing by the British public and dump POPLA as soon as possible!
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    The POPLA website directs complaints other than about misconduct by an adjudicator to the London Councils website/complaints procedure.

    Accordingly I have made a formal complaint to London Councils.
